In past years, organizations such as TCRS advocated for refugee rights through the Refugee Interest Group (RING), an informal network of agencies working for and with refugees in Tanzania. In 2007, though, the UNHCR took steps to formally coordinate and strengthen the advocacy efforts of local NGOs, faith-based organizations, and other civil society groups. The result was the NGO-Refugee Advocacy Project (RAP), a formal organization whose members now include more than 40 partner NGOs and whose operations are overseen by TCRS's RAP Project Coordinator.
Since its formation, the RAP has been responsible for a plethora of activities, campaigns, and other initiatives designed to promote and strengthen refugee protection capacity in Tanzania. Through visits to camps, settlements, and communities in Kibondo, Kasulu, Urambo, and Mpande Districts, the RAP has distributed advocacy materials such as posters, brochures, and clothing. The succinct but powerful messages articulated in those materials have also appeared in Dar es Salaam, with slogans like "Refugee Rights are Human Rights" and "Join Our Hands to Protect Refugees" appearing on the t-shirts and hats worn by many of the 2,000-plus people who participated in the 2008 World Refugee Day Celebrations. The RAP has also encouraged various media outlets to add their voices to the cause, resulting in stories appearing in national newspapers and on several television channels.
In addition to raising the visibility of refugee issues through advocacy materials, public events, and the mass media, the RAP also organizes programs and activities for certain target groups. To date, perhaps the most notable of these has been the extremely well-received "Information Sharing on the Current Status of Refugees in Tanzania" workshop - notable both because of its success and because it was the first workshop ever conducted by a NGO for members of the Parliament Committee on Foreign Affairs, Security, and Defense. Additional initiatives have included the "Jambo Tanzania" radio program and the facilitation of monthly meetings and trainings throughout the country.
